How to dispose your PMD and e-scooter early and get a $100 early disposal incentive

The Land Transport Authority (LTA) has just announced 180 appointed sites for the disposal of non-UL2272 certified personal mobility devices (PMDs), available from 23 September 2019 to 31 March 2020. On top of that, users that agree to dispose of their PMDs by 31 December 2019 will qualify for a $100 incentive per e-scooter. This is to encourage owners of non-UL2272 certified PMDs to dispose of their devices early. However, take note to do it safely! Simply throwing it out into a rubbish bin is dangerous, and should not be done.

Registered non-UL2272 e-scooters are allowed on public pathways till 1 July 2020, before they are deregistered. Any PMDs that are not registered or not compliant with LTA’s regulations may be seized, impounded and/or forfeited. Users will also be fined for riding an unregistered e-scooter.

That said, LTA is strongly advising owners of non-compliant or non-certified e-scooters to dispose of it safely as soon as possible. Since July 2019, there has been 9 incidents reported by the Singapore Civil Defence Force’s Facebook, as well as 49 reported incidents since January. This is a larger amount compared to the 52 total fires in 2018.

With the increase of PMD-related fires, LTA has set up 180 locations islandwide for the safe disposal of PMDs. Each of these locations will only be there for a limited time. Owners may also bring their PMDs to LTA’s Sin Ming office. After 31 March 2020, owners may have to pay fees for safe disposal. LTA will be bearing the cost for an estimated 80,000 owners’ disposal. 

Recyclers deployed at those spots are trained and equipped with the skills to safely dispose the e-scooters, as well as recycle whatever parts and components that are safe to reuse. 

Time-limited early disposal incentive

In order to be eligible for the early disposal incentive, the registered e-scooter must fulfill all of these conditions:

  • be registered with LTA;
  • be affixed with both the Registration Mark and Identification Mark;
  • the Registration Mark affixed on the e-scooter is not tampered with or otherwise display the word “void” on the Registration Mark. If the Registration Mark is damaged due to wear and tear, at least one legible character on the Registration Mark must match the corresponding character on the Identification Mark; and
  • be disposed of at any of these designated disposal points
  • by 31 December 2019.

The applicant must also:

  • be the registered owner recorded in LTA’s register of e-scooters; and
  • maintain a valid bank account number in Singapore for crediting the early disposal incentive

To be eligible for this incentive, e-scooter owners will need to log in to their SingPass or CorpPass account and submit an online application at www.onemotoring.com.sg for the disposal of their devices.

How to dispose of your PMD

If your e-scooter is registered with LTA:

  • Log in to www.onemotoring.com.sg with your SingPass/CorpPass.
  • On the dashboard, at the “Your vehicles” section, click on the tab of your e-scooter registration number and click on “E-scooter Disposal”.
  • Complete the online application form for E-scooter Disposal. You will receive a confirmation SMS on your mobile phone upon completing the online application.
  • Bring the confirmation SMS, your NRIC and your e-scooter to any designated disposal point

You will receive the $100 incentive within 2 weeks after disposal of your e-scooter, if your e-scooter meets the eligibility criteria. 

If your PMD is not registered with LTA:

From 23 September 2019 to 31 March 2020, you can dispose of your PMD(s) at any of these designated disposal points

Other than the free disposal and $100 incentive, LTA will also be implementing a mandatory check on all registered e-scooters that are declared UL2272 certified. This will begin in April 2020, and will ensure that all e-scooters allowed on public pathways are registered, UL2272 certified, and LTA compliant. 

Conclusion

LTA has been announcing several new regulations, laws and plans recently, which may be overwhelming or confusing for PMD users. However, it is a lot simpler than it seems.

Ifyou have a non-UL2272 certified e-scooter,

  • You will not be able to use it from 1 July 2020 onwards
  • LTA will be providing a free disposal service from 23 September 2019 to 31 March 2020, and giving a $100 incentive if you dispose with them by 30 November 2019
    • Your e-scooter must be registered and have both the Registration Mark and Identification Mark visible and affixed in order to qualify for the incentive
  • After 31 March 2020, you may be required to pay a fee for disposal
  • You are strongly advised to dispose of it properly as soon as possible, for safety reasons
  • If your scooter is not registered, you can still dispose it at LTA’s sites

If you have a UL2272 certified scooter,

  • Make sure to register it with LTA, and to affix the Registration Mark within 14 days, and the Identification Mark within 3 days
  • There will be a mandatory check to ensure your e-scooter is UL2272 certified as declared, starting in April 2020
  • Do not modify the e-scooter, or the certification would be voided
  • Exercise proper caution and safe usage practices to ensure that accidents are prevented
